المسؤولية عن الذكاء الاصطناعي ومدى تأثيره على المرفق العام

بهذا البحث سوف نتناول بيان لما يمكن استخدامه من أدوات وتطبيقات الذكاء الاصطناعي فى مجال الإدارة العامة، استجابة لمتطلبات الواقع الرقمي فبفضل الرقمنة بشكل عام صار بإمكان المرء إنجاز المهمة التي كانت تستغرق في السابق ساعات طوال بل أياما ربما, في دقائق معدودة.
فكافة الدول المتقدمة تحرص على أستخدام أدوات وتطبيقات الذكاء الأصطناعى, وما ينتج عنها فى الوظيفة العامة تحت ما يسمى "بالإدارة الذكية" التي باتت مطلباً أساسيا للارتقاء بطرق إدارة المرافق العامة.
ويثير الإعتماد على نظام الذكاء الاصطناعى على تساؤلات عديدة, وتتعلق بكيفية أستيعاب القانون لمعالجة مشكلات المسؤولية الناجمة عن استخدام هذه النظم التى يمكن أن تسبب ضررا للأفراد وتثار المشكلة فى جميع فروع القانون خاصة القانون الإدارى .
 
Abstract:
With this research, we will address a statement of what can be used from the tools and applications of artificial intelligence in the field of Public Administration, in response to the requirements of digital reality, thanks to digitization in general, one can accomplish the task that previously took many hours, or even days, in a few minutes.
All developed countries are keen on the use of artificial intelligence tools and applications, and the resulting in the public function under the so-called "smart management", which has become a basic requirement to upgrade the ways of managing public utilities.
